1976 International pickup

Having trouble starting, been sitting awhile. Not trying to put a lot into it, just trying to make a 4x4 off-road vehicle.
Was told it was running till about 7-8 years ago.

Any help on possibly unsiezing the motor or anything else I can try?

That's a Scout Terra. Same as the Scout Traveler, just with a cab top and bulkhead in place of the full travel top and rear seat, rendering it a unibody pickup in essence.
The engine is seized up?
It really isn't the best idea to attempt cranking an engine that's been sitting non-rotated for any great length of time. Cam bearings can be easily wiped or even spun in their bores by doing so. Long dormant engines should be revived in a cautious and painstaking manner. In a nutshell, the process involves removing the distributor so that a slotted tool that will engage the oil pump drive shaft can be chucked into a power drill. This allows one to spin the oil pump and force oil up to the top end of the engine with no dry cranking involved. It's a method known as "pre-priming" the lubrication system. I have tried turning the cam shaft by hand and it didn’t budge. After spraying PB Blaster thru the spark plug holes and let it sit for a couple of hours, I tried hand turning it and still wouldn’t budge.

Would I be better off just replacing the motor?
 
Was running till about 7 or 8 years ago. That's an interesting statement. Did they happen to mention if it was still running when it was parked, or was it parked because the engine seized?

Was running and they just stopped using it. Was not told there was a problem when parked. Just they needed something different. Was used as a farm truck.
 
Pour some Marvel Mystery Oil down the plug holes and let it soak overnight. Maybe repeat it a couple times. If that doesn't make any hay, then I think you're looking at yanking the engine to rebuild or replace.
