White/blue smoke...

Basic guidelines.
Blue smoke during acceleration is rings.
Blue smoke during decelleration or just as you touch the gas again is valve guides.

Now, you said you just had the heads off and had the valves, seals and guides done. I'm assuming some here.
If so then you would have to assume if no machining errors were made then the heads are fine.

Are the oil returns clear?
If you pull the valve cover, is there any pooling of oil at the rear of the head?
 
I was going to say the same thing about the oil returns. My right bank on my 392 had the crud blocking the rear oil return, it smoked at idle and when driving. As soon as I unblocked that port or return, it quit smoking. Pop off your valve covers and look. And check out bill's write up on this. He should've worked for IH.
 
Well, it's been 2 years since I posted on this subject, and in that time my Scout has sat in my garage, on the back-burner until now. A couple of times I started her up and pulled out of the garage to let her run. The smoking seemed to diminish after I freshened up the carb a bit and I continued to finish the 4" suspension lift in the meantime. Well, one thing led to another and after installing new extended brake lines, I decided it was time to replace the old leaky master cylinder. After pulling the master cylinder, I noticed brake fluid inside the brake booster! Could it be that the whole time there was a stream of brake fluid being drawn into the intake through the old brake booster from the leaky master cylinder? Could this be the cause of the smoking? Since the brake booster works from intake vacuum, could this be plausible? Also the rear chamber of the master cylinder was completely empty and I always assumed it all leaked out in between the mc and the brake booster. Any input here would be much appreciated!

Happens a lot.
My latest Travelall purchase had the same thing.
I pulled the booster to clean and paint and it was full of fluid.
So I emptied it out and rinsed with brake cleaner.
I know the diaphram isn't long for this world. I May end up with hydroboost if it does go bad.
 
Things are fine here allen. Check the vacuum line and see if there is any oil from the brake cylinder in it. You could also disconnect the line and cap off the vacuum, run the engine until its hot and see if the smoke clears up. I'm going to be up the area till Monday. Camping up near mirror lake, then heading down to lake city Friday. I'm going to stop by tomichi tire Friday, so if you need help diagnosing I would be glad to help.

Thanks for the input guys! Steve, I hope you have a great time camping and thanks for the offer, but I am working all weekend unfortunately. I just replaced all the pancaked body bushings with new ones and now my fan is binding on the shroud:( so I cant start her up until I remedy that issue. I think I am going to order a new brake booster, I bet brake fluid isn't great for the internal parts... And I swapped it out of a '76 a while back when mine quit on me.
