I have no idea what this device is. It is on my 1970 Scout 800. It appears to have been attached to vacuum lines but those have been disconnected long ago by the one of the po. It seems to have a line that runs down near the transmission but that doesn't seem to be connected to anything either. Any info would be greatly appreciated!

That is most likely a deceleration module. Later model scouts had these, though they are somewhat different in appearance to what you have. Decel modules were one part of the overall fuel and exhaust emissions system.
