Unexplained cord

My son has a 1970 IH Scout with a 304 in it. Under the motor on the drivers side there is an extension cord coming out of the block. Can someone give me idea what that is for? The cord is cut in half in the middle but all is still there. I was thinking it was for a block heater but not sure.

I can provide pictures if someone needs to see it.
