Turning over, and over and over, but not starting.

Check the rear of your valley pan to see if you have the provision for a pcv there. If not, then one valve cover will be your pcv valve side with vacuum and the other side will be your arrestor side with plumbing to the air filter.
 
My bad. I failed to mention this Scout has a T39. There is no opening in the Valley pan. There is a take off out the rear of the Intake, that runs back to the transmission. I added few photos of the top end. This is my first engine rebuild, so I have possibly not assembled some of the exterior components correctly. I felt like this was the right forum topic to start this post, as when I stabbed the dizzy, I could only get it to rotate down at one location. But after several attempts, I think it’s where it should go. I purchased the Scout some time back and have not changed a whole lot from the po’s equipment. I did change to the 2300.

Ok. So the mini-moto style air filter in the one valve cover is serving as your flame arrestor. I now suggest removing the valve from the other cover for an inspection. Is it actually a valve with a rattling ball in it?
 
It rattles good, and moves free. Do I have it in the right direction? Currently the intake is pulling air out of the rocker arm assembly area / Valve cover.
 
It shouldn't matter as long as the hose is in good shape and fits snugly onto the valve nipple. You want vacuum pulling on the valve.
 
So, in the service manual, it says too, install the flame arrestor to the left cylinder head cover. That connection starts at the air cleaner, correct?Then it says to install the Crank case ventilator valve in tappet cover and connect hose to valve and tube to fitting in manifold. If that is all correct do I just plug off the fitting coming out of the intake manifold? The fitting has always been there and I don’t claim its even there for a reason or am I missing something and its for something? Bye the way, thank you for all the assistance.
 
Well, you don't have the provision in the tappet cover aka valley pan, which is why you have a thread in style valve in the even side valve cover. So you need one manifold vacuum source connected to that, with any other open or unused vacuum sources plugged off.
 
I can't see what you're referencing in any of the pics, but I'm assuming it's probably something for the hot air choke system. A good pic of it would help make the ID.
 
I was never sure about this connection, so I just capped it off. Is this something i should try and re-tube?

Yep, like I guessed that's a fitting that a metal tube was connected between it and a fitting on that side of a carb that used heated air to automatically open the choke in gradual fashion as the engine warmed up. You can ignore it. It's not a vacuum source.
 
Got it, Thanks again. Let me get flame arrestor built and hosed, and the pcv hosed and installed. I will try and run it and get some vids of that posted.
 
Well, what you have already in the form of the baby moto sickle air filter will suffice. That's a pretty common work around, beings that the OE spark/flame arrestors have been unobtainium since Bubba Clinton was soiling dresses.
