Transmission Squeal/Whistle at low speed

1978 sii 304/tf727.

The transmission started squealing/whistling this morning in all forward gears and reverse at low speed/stopped. It also boggs down from a start. Sometimes it feels like the motor is struggling against something in the tranny. At higher speeds 40+ it downshifts just fine and there is no squealing/whistling noise. Also, when I slow to a stop the squealing/whistling noise returns and the motor once again struggles in d at a stop until I put it in park or neutral. Same symptoms in 4hi and 4lo.it almost sounds like air is squealing/whistling somewherre in the guts of the trans. I cannot quite pinpoint where in the tranny. Tranny has dexiii in it. Fluid level is normal according to the book.
 
Flushed fluid and new filter, still the same symptoms. Knee deep in the IH service manual. Could be a myriad of things. I'd rather know specifically what problems I am looking for in a tear down and rebuild before I open it up. Whistle/fluid squealing noise at a stop and at low speeds in all selected forward gears and reverse. Engine feels like it is dragging/near stall until about 25-30mph, then symptoms disappear. Please describe the condition of the fluid you drained, specifically the color and odor. Were there any metal shavings in the pan? Was there a great quantity of friction material resident in the fluid pan? Did you perform adjustments to both bands as per the service manual specs? The kickdown aka front band can be adjusted without making a mess, but the low/reverse aka rear band can only be adjusted with the fluid pan removed. Ensure that the throttle pressure control rod aka kickdown rod is adjusted per manual specs.
How certain are you that the noise you're hearing is not being caused by a loose/worn accessory drive belt or manifold vacuum leak?
 
Front (easy) adjustment screw threads all the way in by hand with zero resistance. So much so that the jam nut has nowhere to thread onto. Fine, shiny metal glitter in pan. Fluid was new as of Wednesday, now the fine glitter. It also will no longer go back into park from any gear, via the cabin shift lever or directly from the trans shift lever. Thanks for the help. Out it comes...whatever.
