Scout 2 1979 304v8 Holley 2245 questions

Can someone assist? - mr. Mayben or scoutboy74 maybe??
We rebuilt the 2245 carb and made all adjustments and re-installed it in reverse order. The carb is now idling so fast and the only thing we can see is these parts noted in the picture are potentially holding back the throttle from slowing down.
Are these items necessary? ( see photo notes please) it appears most photos I find through a search do not have these parts shown on carbs.
Any help is appreciated of course.... I am not even sure what they are called except I believe one is a "dash pot".

One more thing is that many posts show the spring that attaches to the throttle from the engine, seems to be attached further forward on many other scouts - could this be connected wrong? Or could this be an issue that we could change to slow it down.... Just a thought?

First thing I'd try is to unhook your throttle cable from the linkage to make sure that your throttle plates are physically able to close fully. You can't have any bind there. The throttle must travel its full range from closed to open and back to closed. Those vacuum motors are a standard part of your carb model. Your return spring needs to be robust enough and oriented so that the throttle will snap closed when released, yet not so stiff as to interfere with easy throttle actuation.
 
Thank you so much. We took off the lower vacuum and still have the issue, and the spring is strong or feels so. We are going to check all vacuum lines yet again later today. Thank you so much for your reply, sir.
 
Also check the choke fast idle came is dropping all the way. It has to move freely on the shaft because it is only gravity that pulls it off. The choke fast idle came is the white plastic piece that the idle speed adjuster screw rests on at idle.
 
I just have to say - that after the advice of everyone, and checking the vacuum lines - that the Scout fondly named tina - has never been so smooth...... Thank you to everyone:icon_up::icon_up::icon_up::icon_up:
