Right side up or upside down.

In the MT-123 parts manual it shows the Fig 05-003, with the Pittman arm bend in the upward position. In the Service manual it doesn’t really show an exploded view of the (gemmer) steering gear with Pittman arm installed, ( or at least I can’t find it). I have attached a photo for viewing. Is the arm installed right or wrong? Thanks for the input.

That is the proper orientation. There should be more spline engagement between arm and gear, but you probably already know that.
