Push rod clearance in intake manifold

Engine is put back together, but I have noticed a few things. Here she is thus far.



My question is what should the clearance be for the push rods and the intake manifold hole? It seems too close to the edge. Also, I was not impressed with the stainless steel bolt kit I ordered. They stick out way too much into the hole as you can see in the picture. Every bolt was the same length.



Is this normal for push rod clearance?
 
Yeah that in normal on these engines.. I had polished areas on my factory 152 when I took it apart. I scooted the stands around to maximize clearance at assembly. No more rubbing.
As for the blolts sticking out into the pushrod passage, if they don't create an interference problem, what is the issue?

Per the IH manual, the bolts in those eight positions (four per side) should be 3/8" nc x 1".
The others should be 3/8" nc x 1 1/4 (four each) and 3/8" nc x 1 1/2" (four each).
Each bolt should have one 3/8" flat steel washer under the head.
