NEW SCOUT OWNER!!!!

Just took a look at your pictures and now see we're talking about a 4" lift on a spring over. I would not tow with that setup. When asking for advice we need to know all the changes from stock config that might affect the advice you receive.
 
X2. It also looks like oversized aggressive offroad tires. Probably on 15" rims so lots of squishy side wall to further reduce handling.

Bottom line, don't tow anything with it, but do check the front pinion angle (driveshaft u-joint clearance) and drop those bumpstops down.
 
Goody gravy!!! That's nearly 10 inches of total lift! You'll have a hard enough time keeping the shiny side up even without anything in tow. Time to accept reality and find yourself a decent, older 3/4 ton pickup or suburban type vehicle that's already setup for towing loads much heavier than your boat from the factory. Resign your Scout to trail pig/mall cruiser duty and enjoy it for what it is...a fun in the sun, non-towing vehicle. This isn't a time to try and prove the naysayers wrong.
