Ok so I have a 67 Scout 800 it has a 152 4cyl and a 4 speed I want to make it a crawler but it has to have the power to get through any deep mud with 38inch swampers

Crawling shouldn't be a problem, but I think you're asking a lot from a 152 to turn 38's fast enough to get through sloppy holes. Also, I'm sure you realize the d27 fa and d44 ra are inadequate for tires that big. You'll need to swap in some d60's.

How are your fabrication skills? It's nothing that hasn't been done before, but this will be far from a simple bolt on swap. You'll need to do some serious suspension mods and tin trimming to clear those big meats.

The 3-speed t-90 was the only transmission available in the '61-'65 Scout 80 line. With the 800 like yours there were more options to choose from including a 4 speed manual, a borg warner 3 speed automatic, the larger 196 I-4 in addition to the 152, and a 266 sv8. Also, previous owners swap components around all the time. So for anyone to say that any given IH vehicle has "only this" or "only that" component installed is foolhardy. That's why it is so important for every binder owner to make positive id of any component presently on their vehicles that is in need of service. I'm not at all surprised yours has a 4 speed in it. Count your blessings on that note. The t-90 3 speed is garbage. The later 3 speed with synchro 1st gear and better spacing between 2/3 that was available in Scout II's is much better.

Ok cool ya I have the v8 266 or some thin like that but ya why on the transfer case it says not to run in front high and back nuetrel

Wait what? Your 152 4 cylinder has suddenly morphed into a v8? That would be a neat trick if it was possible. It's not unusual for first time binder owners to be unsure of how their new to them rig is equipped. This is a great place to learn and a great place to get help. But in order for any of us to give you correct help, it is important to know for sure what you've got. Since you've expressed some uncertainty, my suggestion would be for you to post some quality pics of your ride, especially under the hood. It's either a 4 banger or it isn't.
