Maybe the wrong fuel filter?

I was looking at my clear fuel filter and wondering if this is normal or wrong? Video saved here:

I can see bubbles at the top and I can see that the filter is approx 10% full of gas. Maybe this is normal performance, not sure. It would help to get a second or third opinion (I'm not an expert).

I have a 1975 Scout II
345 v8 with an automatic transmission
In this video, the engine had been running for 15 minutes, and I had stopped in a parking lot. This is idle in park.
 
Is the filter installed in the proper flow orientation? There is a definite inlet and outlet. The level in the filter will fluctuate somewhat under different driving scenarios. My biggest concern would be all the lifter tick. That's got to be about the tickiest, tappiest engine I've ever heard.
 
yes the fuel level is normal, i ran one for years, and on hot days at high elevation the filter would even be empty, they a surge of gas would go through then empty again.......

your tap tap tap is it really that loud or is the microphone enhancing that noise ?
