How do I identify the power valve passage? The picture on the instructions doesn't match what I am seeing.

there are no secondaries on a 2bbl carb. Did you find the pv vacuum passage? With the idle screws on the back of the carb the pv passage May well be in a different location from a standard 4bbl carb.
is there perhaps moisture under the dizzy cap?
try a new condenser, when they fail the points will arc and the timing will be way off.
try a new condenser and points and see if that works.

those are for a Holley curved points distributor.
Which distributor do you have? I do not see where this has been determined in this thread.
IH used several different dizzys over the years and any one of them could have been swapped into your truck over the last 40 years.

can you post some photos of your dizzy? Cap on with a wire pulled off, dizzy with cap off, dizzy with cap & rotor off. Etc.
