driver side brake dragging

little more info would be helpful in trying to help diagnose the problem. What year? What front axle? Drums or disc in the front?
 
Its on a Dana 44 front axle of a 75 Scout. I've replaced brake line ,caliper shoes in last 2 months. Rotors turned 2 years ago. Master cylinder and brake booster changed last summer. Driver side drags when its cold. Tire can't be turned by hand when jacked up. Grooves wearing into rotor. The passenger side turns freely. No grooves. When its cold the noise and vibration is terrible. I used a dial gauge and got 6 thousandths. I was told most "trucks " are 14 thousandths. I am just wanting the correct runout. I was hoping it was in someones tech book.
 
If you're getting run out, the bearings might be on their way out or gone. If the rotors are already getting grooves after replacing the pads two months ago, there seems to be problems with the caliper itself not functioning properly.

Have you tried taking the wheel and caliper off the one side and try to turn the rotor itself? If the rotor turns freely without the caliper attached, then a good chance that the caliper is the culprit. Maybe the rotor is warped? Maybe something is preventing the caliper piston to retract, that is currently preventing the caliper to release the rotor

maybe cheap pads that disintegrated and started grooving the rotors
