Confused about the 4WD system

I am trying to buy a new 1974 Scout but am confused because the front wheel shows locking hubs, but the interior does not show a 4WD shifter. Am I missing something? Here are photos https://ibb.co/88CQTz1

Using the VIN decoder the Scout is a 4WD since the first 4 digits are 4S8S

Anyone know what's going on? Why would there be a locking front hub if this is not a 4WD?

That Scout II has a single-speed transfer case.
It is shifted by a Push - Pull cable. The cable knob is located to the right of the steering wheel, on the instrument panel, to the left of the cigar lighter.
 
Thanks for the reply, makes sense. Seems like the single speed transfer case is very rare. Will this make the Scout in question more collectible?
