carter 3296 fuel pump

64 Scout 80, 152, newly replaced Carter 3296 fuel pump. The prior owner replaced the existing dual action fuel pump (original and was leaking) with a Carter 3296. It seemed to work, but now does not pump fuel. When I removed it and moved the lever arm, it moves at least 50% of the total travel before starting any pump action. Is this abnormal? I took the pump apart and it seems that the internals are OK. When it's attached to the engine, and I attach my vacuum gauge to the inlet, no pressure is generated. When it's out of the car, I can move the lever arm 5-6 times (I feel the pump starting to work after at least 50% of the arm travel) and it will build up to 8-10. Is this a defective new part?
 
I now have more information. I bought a new Carter 3296, and lever arm moves just a bit before the pump action starts. I installed the new pump, but testing the vacuum on the inlet side and pressure on the outlet side shows no response. Bench testing the unit shows that both the vacuum on the inlet side and the pressure on the outlet side are in the normal range. I looked inside the engine and turned it over, I do see the cam moving and it does seem to move closer, then further away, as expected, though I didn't measure the travel. I don't want to convert to an electric fuel pump unless it's absolutely needed. What do I do next?
 
Compare the pump arm action on the original pump vs the new ones. The load should be significantly more as the diaphragm begins to lift.
While installing the pumps, you'll want the lobe to be aways from the arm. While cranking you should feel some air pressure on the outlet and vacuum on the inlet.

Are you installing the pump with a spacer between the pump and mounting pad? If so remove it.
