64 Scout 80, 152, newly replaced Carter 3296 fuel pump. The prior owner replaced the existing dual action fuel pump (original and was leaking) with a Carter 3296. It seemed to work, but now does not pump fuel. When I removed it and moved the lever arm, it moves at least 50% of the total travel before starting any pump action. Is this abnormal? I took the pump apart and it seems that the internals are OK. When it's attached to the engine, and I attach my vacuum gauge to the inlet, no pressure is generated. When it's out of the car, I can move the lever arm 5-6 times (I feel the pump starting to work after at least 50% of the arm travel) and it will build up to 8-10. Is this a defective new part?
