Bill help, failed emmission test

Maricopa county az emissions test failed the hc idle reading, 616 ppm on an allowed 400 ppm. Idle co was 2.58 % out of 5.0 %, a pass.

Loaded readings were 115 ppm out of 400 ppm for hc and 0.14 % out of 3.75 % for co, both a pass.

So I need to hire you to adjust my chip to fix the idle reading.

I have 60 days from today to get a retest done. Let me know what you need from me. I can send you the vehicle inspection report if you need it (there is a form on the back that has areas that are to be filled out by the repair facility or me as diy)

btw, the old chip I sent back to you, the usps decided to destroy the package and loose it. I filled out their description of item form so they can "look" for the contents of the package, but I don't hold my breath they will find it. Looks like I ow you the cost of that chip too.

How far did you drive it prior to having the emissions tested?
The ECM will self adjust in about 50 miles.
Did they test yours as a Scout or a Chevy?

A small vacuum leak can be the cause at idle.
There are several tweaks that can be done to help.
When was your last tune up with plugs cap and wires?

Perform the initial setup procedures and then log a good long data run.
Save the data log and the blm table.
Then send them to me.

1000 miles since the fuel injection was put in, drove 5 miles to the emissions test. All new plugs., wires, cap, rotor when put in. I will pull the plugs and see what they look like.

Tested as a Scout II, they go by what the title / registration is. They sniff the pipe and run it on rollers, no scanning of the ecu as the Scout never had one. Even if it was obvious that a Chevy small block was in they would still test it as an International, not that I would ever do that.......Chevy in an International, not in my garage. Ford big block.......maybe

I will look for any thing that can cause a vacuum leak, time to re-torque all the nuts and bolts anyway.

Then do the initial setup and data log for you.

Since they test it as a Scout then the timing will be high vs factory.
If everything checks good then you can simply back the timing down to 5* btdc at a warm idle and try it. It should be about 15* at idle now.
That will lower the hc at idle.
 
This would all be easier if I move out of maricopa county....not like my whole state has emission testing.

I get one free retest, I was even wondering if I should put cat's on it.....
 
It's a pita but not a big deal.

When I was living in CA in the navy we had to follow the states emission laws even if our vehicles were tagged in states with no testing or we didn't get a base sticker.
Talk about a pain.

If you talked to the test station you could get them to run it in calibration mode so it didn't count against you.
 
I went on the datalog run, first time I have driven it in 80 plus degrees and for as far as I did.

On the freeway (65 to 75 mph) the temperature gauge kept climbing, it got to 230 when I pulled off the freeway to secondary roads. Once I was doing 45 mph the temperature came back down to 190 (fan setting).

Back on the freeway and it did the same thing, I drove a little longer and it got to over 230. Back to slow roads and held 190.

Seems to me the timing is to far advanced from the creeping temperature on the freeway. I also got some pinging at full throttle.

No vacuum leaks found, no exhaust leaks, and the initial setup needed no changes, everything was set as it needed to be from the last time and had not changed. 0.2 tps, 0 degree btdc with timing wire disconnected, "default" rpm at > or = to 600, fuel pressure 12 psi.

The laptop battery died right before I got home so I could not save the files (taking the ac power converter with me next run).

How would you like me to set the timing, wire connected and at ____degrees btdc, or disconnected wire at _____degrees btdc.....or some other way?

It would help to see the data.
Would like to see if you are lean during your cruise.
Have you looked at your filter lately?
Pressure could be dropping under load.

Just hook up your light and back off the timing at idle 5*.
So at a warm idle you should be at 10*.
 
I lived in Arizona when hamilton systems came in to do this. What are the rules in maricopa county these days? Does your Scout have to pass a visual? I think it's fantastic if they just run on rollers and sniff.
 
Passed the retest, changing timing was all that was needed. It runs even better and no more pinging.

I have datalog files, but the truck was started / stopped / started / stopped many times (datalogged through the test station).

I am planning on doing a long run from dead cold this weekend. If you want the files above and / or the long ones let me know.
