On the Scout II behind the spare tire there is an access panel on the side wall. What is this panel for?
 
It gives you access to the filler neck and vent hoses for the gas tank. If still intalled there is a vapor filter behind there also.

ronmc1954 is correct for what it's for. An escape hatch for the gas filler neck and fume plastic thingy
