1973 1310 truck carb stuck

Disclaimer: I know nothing about cars but am very handy with most other things. My carb is stuck, meaning even after I disconnect the pedal cable, the mechanism doesn't move at all. Wd40... Yes, lots.

Any blow up diagrams out there, or other input that might help me figure out what exactly is frozen? Thanks much.

Do you have the carb removed from the engine? When you say sitting outside, the images conjoured in my head are of a vehicle with the hood either open or removed, with little to no cover over the exposed carb throats through many seasons of rain, snow, sleet and hail. How far off am I? If not far, then the stuck carb is the least of your worries.
 
Carb not removed from engine. The truck has been sitting outside in seattle area, hood closed, for 2 years.

You might get lucky, does the engine spin over freely on the starter?
The carb will need rebuilding or replacing, there'll be lots of help from here if you want to rebuild. The Holley won't take any special tools and if you decide to rebuild you'll need to post some pics of it and the numbers found on the right front upper corner of the choke tower. IH Parts America probably has the proper rebuild kit and we can walk you right thru it,no problem.
 
Don't start cranking the engine over...not even by hand! Worst thing you can do for a long dormant engine. All the bearing surfaces are bone dry. You can easily wipe one or more cam bearings. The carb will need to be removed from the engine and taken to the workbench. It will need to be completely broken down for very thorough cleaning and inspection. If it is a 2210 model, you May not even want to mess with it. Your best bet in that case would be to pop for a list 0-7448 Holley 2300 available right here via the IHPA online store. Post a pic of the carb if you're having trouble identifying the model.
 
Don't know if its a 2210 yet, haven't removed it (was hoping to not have to). Sounds like I have to remove it no matter what, and then get it rebuilt unless its a 2210 (in which case get a new one), correct?

Correct, that would be my recommendation for that carb.
