IH Scout ll emmisions

Howdy I just joined 2day and had this unfortunate experience yesterday .That I 'm wondering if anybody else has come across here in PHX AZ They failed my 1980 Scout terra for no catalytic converter .Its because somehow a sticker was on the drip pan piece at the hood latch area of the eng compartment that said it complied with all 1980 standards of that year .Here's the quencher I own 4 off these[all 1980s] and never have had an issue before .I COULDN'T BELIEVE IT .So if anybody has come across this here would you please get back on this .I'd really appreciate it .I've only got 20 days to get it taken care of too !! .One other thing can anybody recommend a good traveling mechanic to work on these Scouts ? Hopefully those ?s are allowed ? Thanks I really appreciate it and by the way I' really not interested in selling any of them at this time too !!Thanks MW
 
Some Scouts were originally equipped with cats. There's 49 states emissions rules and California emissions rules, which are more strict. It may be that this particular Scout was originally spec'd for Cali emissions as evidenced by the emissions sticker. If so, that system would have certainly included a cat. Just because it doesn't have one now doesn't mean it didn't have one when new. Your other Scouts may be 49 state models which may not have had cats in 1980. The smog nazis expect subject vehicles to have all the smog equipment in place that was present when the vehicle was new as outlined by the emissions sticker of that vehicle.

Remove sticker and go to a different inspection station?
