Where to Start?

I just puchased a 77 Scout that has not run for approx 4 years.

I was going to drain the tank (don't think there's much in there), change the oil, new plugs, wires, fuel filter?

Does this sound like a reasonable approach? Should I skip some of the above, all, add other things? I'm a 43 year old back yard mechanic, I have a lift in my garage so I do like to work on my toys, but this is my first IH and first not running vehicle in a while.

Welcome to the forum and congrats on your purchase. The items you've mentioned are all things that are generally in need of attention on a dead dog. If the fuel tank is an oe 19 gallon unit, it will need to be removed from the vehicle for draining and cleaning as there is no drain plug. At this time you should also inspect, clean, and if necessary, replace all associated fuel hoses and lines. The carb will likewise be in need of a thorough overhaul. A few spritzes with carb cleaner usually won't do. Before you get too far along in the revival process, you should immerse yourself in this thread:

In it you will eventually come across a procedure for pre-priming the engine internal lubrication system, which is strongly recommended not only for dormant IH engines, but for any make that has sat in a non-rotated state for a lengthy duration. When you are ready to start the engine, you May want to temporarily run it from a small container of known fresh fuel until your entire fuel system has been gone through. There's nothing worse than sucking varnish and/or rust particles into your freshly rebuilt carb the first time the engine is run. Installing two in-line fuel filters, one on either side of the fuel pump, is a good idea as well.

Following the pre-lube procedure involves pulling the distributor in order to spin up the oil pump without starter cranking the engine. That means you will have to ensure that the timing cylinder is brought to top center on the compression stroke and the distributor re-installed to allow for timing adjustments. The timing cylinder varies depending on which engine you have. The plug wire routing will likely need to be verified for correctness at this point. If you don't have a service manual yet, it would be wise to purchase one at your earliest convenience. They are available from IH Parts America, the vendor that hosts this forum.

That's quite a lot to digest all at once, and there's a lot more I could say. There's quite a bit of useful information contained in the various sub-categories in this forum. Bringing an old binder out of hibernation is one of the most common and oft discussed exercises you'll come across. There is very little you will encounter in your process that hasn't been dealt with numerous times by someone else.
