Whats a 196 motor worth?

Heard through the grpevine that a guy locally has a 196 motor for sale. I don't know the history on it yet but I was told it was rebuilt for his project by a reputable builder locally and now the project is not going to happen.

What is the 196 woth if it's in good rebuilt shape?
What can I look at to visually inspect it before purchase to assess it's condition and quality of rebuild?
 
Hard to tell...

The only real way is tear it apart and put it back together again...

Parts receipts / machine shop receipts might mean something... But $2000. Of parts and services incorrectly assembled just means you have a piece of metal sculpture.

Does it run? Can you hear it run?

How long has it been sitting?

Where has it been sitting? -- in a garage? Or, outside in the rain and snow?

Well I just got off the phone with the guy. Turns out it hasn't been rebuilt. It was pulled and cleaned up and "freshened" up with a few new seals. He got it from someone else so he's not sure if it even runs. He said it looks to be in good shape but he has never tried to start or run it.

Any thoughts on what I should offer?

There is no distributor, but he would throw in the single barrel carb and a 2 barrel one with adapter. Working condition on the carbs is unknown.
