That is (I believe) a roller bearing element. Most likely used in either a rear axle hub on some medium or hd truck axle or possibly in a large truck tranny or even pto unit.

Typical packaging by ihc of service part bearings was in a hard-shell "canister" that was sealed to exclude atmospheric air, they had either a pull-off tape seal or in some cases you actually used a can opener! Some of those bearings used in the big truck stuff are huge, you've prolly seen 'em in that military equipment apps!
 
It looked like a wheel bearing of some kind, though most of my time was spent pmcsing our m113 track vehicles. Shop stuff was what the mechanics were for when we royally broke our stuff. ;) other than that we were making steel rain!
