Want to get back into the Scout scene

A few of my buddies and I had scouts in hs. A few still have theirs.
I drove by a wrecking yard the other day and saw that familiar grill starring at me. I asked the owner he said $950.
Totally straight almost no rust body and very nice interior.

I asked if it runs he said"no if it did I would get $2700 for it".
He said it was a father son project never finished. It looks to be in real good shape but not sure about anything else.
The question I have for all of you is
1. Is it worth it just for the body and all?
2. I am in CA, and worry about snog most of all. It is a 79' probably with a salvage title. What concerns should I have? Is this something that has to stay 100% stock to pass smog?

Not running isn't necessarily a deal breaker if the thing is complete. Specifically, the engine, transmission and all associated CA emissions equipment installed when new. That's the bigger question. See if you can snap some under hood pics.
The smog questions depend on the regulations in your specific locality. Your best bet would be to check with motor vehicles division to better educate yourself in that regard.
 
Hey thanks Scout boy. Ya I am pretty sure everything is there. It has many of those vacume lines running to the carb and air filters. Pretty sure it is 345.
But it also has 2003 for tags, so I would the previous owner had non op registered it and its not full of fees.
I am still hesitant. My last Scout was a 76 great body and interior and had a Chevy 292 straight 6 bolted up to the torque flight trans. It was previously a diesel so never had to smog it. Also had header and no4 cat. It had enough power.
