That is a "chassis serial number", not a vin.

And it's somewhere on the driver-side frame rail between the end of the frame horn and the firewall....if it's not rotted away. Some are deeply stamped, some are so lightly imprinted that they are only partially visible if carefully cleaned off with something like a rotary scotchbrite pad.
