Vacuum port on carb

I'm in possession of a 78 Scout 345 auto 2bbl Holley with most of it's emission stuff missing. I'm not planning on hooking it up due to the fact that I live in florida and we need not run emissions equipment. Can I just plug or block off everything I don't need? There is no smog pump or air rails going to the exhaust manifold. Question: should I run the distributor off of manifold vacuum or one of the vacuum ports at the base of the carburetor? I've some people have said you can use the port on the passenger side of the carburetor but this doesn't seem to be pulling any vacuum to me ?
 
Yes, you can certainly simplify and clean up any unnecessary vacuum plumbing. I recommend a ported source for your advance rather than a direct manifold source. From a ported source, you won't have much if any vacuum signal it idle. It comes on as throttle is increased, which works well with timing advance.
