to balance or not to balance?

My 196 block is about done at the machine shop, there have been a few hiccups but it's about done. I was planning on having the engine balance, but my machinist is trying to talk me out of it. His rationale is that my 196 is not going to spin faster than 4000 rpms and that balancing is unnecessary. Is it really necessary to balance a 196. What are the pros of balancing and the cons of not balancing. So far the stats on the block and cam are:

--bored 30 over
--7 off the head
--10 off the block
--performance 196 cam
 
While not completely necessary, it would still be a very good idea!
I balance all my engines when they go through machining.
The extra cost is worth it! You can not go wrong!
Smooth running, longer life.
To me, it makes the engine.

Besides his rationale, who is going to drive it?
