I still think you're missing the spring spacers on the passenger side, front and back, which are approximately 1/2" thickness. I think they would level your truck out considerably.

Your passenger shackle in this pick has different lengths. By that I mean the interior shackle hangs lower (looks longer) than the outside one. Plus the shackles look very bent. I don't think you can remedy this issue without first solving your inferior shackle problem.
 
I had a real similar lean just like that in my 74. But mine was SOA using a Dana 44 out of a later model Scout for the sprung over. I did some measuring of the spring perches (on level ground inside my man cave) and the driver side perch on the axle tube was a 1/2" closer to the ground than the passenger side. I welded in a 1/2" plate that I drilled a hole into first for the spring centering pin. Leaning tower of pizza solved.

I did offer him a pair of shackles I have here on the shelf. Ones that I took off my 73 beast when I did a shackle reversal install. Much beafier than those flimsy pos p.o. Virus crap that was installed before doc got ahold of this fine rig

New/proper shackles plus spacers would/could solve the entire problem.

Indeed. It sure solved my lean problem. Felt like I was driving on level ground instead of a hill side like before.


Btw - the 1/2" plate I added was installed between the leaf spring and the axle perch on the driver side.

I would highly recommend measuring your spring mount heights like scooter did. Unlike his drivers side problem my spacers are on the passenger side of my '79.
 
Additionally I would guess you May have some cracked leaves on the driver side. Possibly just that the springs are more saggy on the driver side. In each view (front and rear) you can see that the spring bushings on the driver side are lower than on the passenger side.

I'm sure the other folks who made comments are on the right track as well and this is more of an all of the above problem.

My sii had nearly an inch of lean and I corrected the problem using a half set of add a leaf's. I actually removed the bottom leaf on the drivers side packs and replaced them with the add a leafs. Still not perfect, but I can't see the remaining difference when I look at it.
