Speedo cable question

I changed out the speedometer cable in my 1970 Scout 800a and found it had two cables joined by some kinda of pump or vacuum mechanism. The two fittings had a peice of rubber tubing between them. I replaced the cable with a single long cable.anybody in IH land know what this is and its function?(see attached pics):crazy:

I believe that is a deceleration control module, a part of the primitive emissions control package. Totally unnecessary now and can either be discarded or included in your personal museum collection of old skule arteefaktz.
