side-to-side rear spring setup difference

'74 Scout II, 4x4, 345, 727, Dana 40s, pretty stock. Installing a lift kit. On removing the rear springs, the passenger side u bolts were longer and there was a plate/short piece of leaf between the spring bracket welded onto the axle and the top of the full length upper-most spring leaf. It is only as long as the bracket, and not under the spring, so I don't think it is an add-a-leaf. All this makes me think the setup on this side was altered. I can't tell if the spring itself is stock, aftermarket, or has been replaced.

Should their be side-to-side setup differences? I haven't read anything to that effect. I'll install the kit without the extra plate, so both sides are identical unless you guys say it should be there.
Thanks

Its a lowering plate installed from the factory to counteract the left hand side lean. No, I'm not making that up. Its a fact.
