Scout not stertring

I have a 1980 Scout 2 that would stared all the time but, after I jumped with a jump start portable and miss placed the + & - all the I gone does is click, click and does not start. I replaced the battery with a new one, I took off the starter and had it tested at the auto part store & it turned out to be good. I think it is the electronic ignition control but, I don't know where it is located. Please help save 💰 and put my 🚛 back on the road. Thanks
 
So you crossed polarity on a jump attempt and created an arc welder. Must have been an electrifying experience. You're getting ahead of yourself by suspecting the icm at this stage. Unless I'm reading you're description wrong, my take is that the starter is failing to turn the engine over. You can't achieve internal combustion until the engine makes revolutions. So forget the icm for now. That bridge can be crossed later, if needed. You've got a new battery, but is it fully charged? It needs to be. Now look at your battery cables. They must be corrosion free, shiny like a diamond and tight as a gnat's ass. The vast majority of electrical issues on these old vehicles stem from poor grounds. Get your grounds whipped into shape and you vanquish most of your electrical gremlins.
