Rocker panels

I need some ideas/solutions for keeping my rocker panels from rusting out on my sii. They are in fantastic shape and I want to keep them that way.

Of course they have some mud in them due to the holes in each end. I assume they came this way from the factory. Are there end caps available to seal them up? I haven't thought about this much but sealing them up with a por15 type product and then installing end caps with epoxy seems like the best way to go. I'm thinking drainage holes would just allow junk to get inside. Thoughts?
 
I was thinking about welding a plate over the rear, with a 1 in hole in it. That way I could put a rubber plug in to keep mud out and still fit a garden hose in there to wash it out.
 
Drainage holes would allow crap to collect up inside holding moisture. I would consider just leaving both ends open and try to coat the inards of the rockers with some of your favorite flavored rust preventative solution. That way if mud or other crap collects up in there, just hose(or pressure washer) it out. Just a thought
 
3m makes a body shutz gun that takes a 3' plastic nozzle extension. With a can of rust preventative attached you can coat the entire inside of the rocker. I did this on mine 11 years ago and every other crevice I could find to shoot it into and no rust has appeared on those areas.
