Rocker assembly question

My 1974 Scout II (345ci) was recently brought back to life. I rebuilt the intake manifold, rebuilt the carb, cleaned up plenty of po virus, dropped the gas tank and replaced a ton of hoses. The car runs perfect and doesn't make any valve noise. My final step was to fix the oil leaks. I removed the valve covers and found that everything was clean.

The problem is that on the driver side, the drain hole was plugged with crud (its very clean under there and the only reason I noticed is because oil was pooled there. This would be the drain closer to the cab. I cleaned it out and oil drained properly. I then started the car to see how oil flowed from the rockers. It seemed the the passenger side has more oil dribbling out.

What tools are needed to strip it down and use the procedure in the non oiling rockers thread? Is there a video that shows how much oil should be coming out? Should I be concerned since there is no tick?
