Retarded brake hardware Question

1978 Scout II Dana 44 345 front disk is the truck I am working on . There are two pieces of hardware when installing the front calipers back on . One piece slides down the caliper bracket and the other is a smaller piece . The smaller piece is the pice I have a question about.where does the smaller piece actually go? I have tried to search and find a pic but have not been able to find one..
 
The two pieces fit together and get hammered into the bracket and then are doubley secured with the bolt.

The springy piece goes on top, the larger pieces goes on the bottom.
