Rear seat Scout seatbelts

Looking for some ideas/input here. I've been pondering what to do with the rear seatbelts on my '79. The way they anchor in the center of the bed is a real hassle when you're trying to load stuff in and the seat is folded up.

My first thought was to build them into the bottom cushion frame. The frame would need to be reinforced to do it safely, and since I am re-covering all the seats anyway, it wouldn't be a big deal ripping them down to bare bones.

Thought two would be to do some kind of recessed "d" ring in the bed that would anchor the belts, but still allow them to be removed. That or maybe an eye bolt that the belts could clip into (and then unscrew for when not needed).

The '79 is the more civilized of the two and more likely to have rear passengers. Its not worth the ticket not having belts. But like I said, it sure is a pain when you're sliding boxes or cases in and out with those things there.
Safety is a concern, so if somebody could comment or contribute some ideas while keeping it safe, that would be great. I'll worry about the "legal" if and when I get pulled over.
 
If you're capable of fabbing some kind of recessed d-ring that would be at least as strong as the original anchor, you could make the belts quick release using a rated, locking carabiner.

You're not just dealing with legal issues here, someone's life May depend on your work modifying the anchor point.
 
Oh yeah, I get that. I can build it safe. I just don't want to draw attention to it being "different." if anyone has done something similar, I'd like to see it/hear about it.

At this point I'm leaning towards re-fabbing the bottom cushion frame to handle the stress an accident would cause across the center. The buckles would simply fold up into the seat like the other straps do currently (when the seat is folded up), and lay across the center of the seat when its down. Using the same hardware, I could easily make it look stock to any "safety inspector."
