Poly gas tanks don't flow

I installed two new poly gas tanks in my 1965 Scout 80 and gas does not flow. What might be the problem? I traced it all the way back to the gas tank driver's side and cut the gas hose coming out of tank. The gas does not flow out. I removed gas cap ,plugged vent hose ,put the air nozzle with a rag and blew air into the tank. Still nothing. What am doing wrong? There is approximately 1/2 to 3/4s gallon of gas in the gas tank.
 
You need more than a gallon of gas to get the fuel siphon going. At less than a gallon, the tank is still somewhat empty. We usually start with five gallons of gas or more when doing an initial start up to help the fuel pump draw up the gas.
 
Thanks for letting me know what I had to do . Before I shut down last night, I wrote a note to myself to try more gas. But was hesitant with the thought of pulling the tank out with more gas . (to check it)
