Peddle goes too close to the floor

I have a 73 Scout, which I changed the front axle to a 44 with disk brakes. Replaced the mc, booster and the pv with new 74-79 parts. The problem is the pedal travel. Had to add a 1/2" spacer between the fire wall and the booster to keep the peddle from going to the floor before the brakes start to engage. The peddle still is too close to the floor, within a inch, but the brakes work. Was I given the wrong parts from the store (not IH Parts America) or what?

The new booster is a 9".
 
Did you change out the booster to firewall bracket? That too is different between the drum brake and disc brake boosters.
