?? on switch wired from ignition to starter

Hello! New Scout owner here! I picked up a 79 Scout II and the previous owner wired a pushbutton switch with one wire coming from the ignition on the steering column and one wire going to the starter. He said he did it because sometimes the starter won't engage by turning the key. Which is true. When turning the key won't start it, the pushbutton always does. He said its an issue with the starter, but I feel like it would be ignition related and I want to remove the pushbutton. Any feedback?
 
I would offer as a guess the switch (that is on top of the column near the bottom) needs adjustment. I believe it should be moved up. There are two screws(?) or small bolts that secure the switch in place. The switch has slots that allow for adjustment

there is a rod that goes down the top of the column the key pushes the rod forward to start (there is no electrical ignition switch by the key). Which makes it a little tough to get at but it can be done
