Jeff,
the tabs on the bottom of that pedal are not consistant with a oem 80/800. May want to verify. I am sure it would be easy to grind them off if all other dim's are ok.

Without a IH part number all I can say is that, I have had two verified nos Scout 80 pedals and they did not have the two tabs that look as if they would stick through hole in the floor. It May be a 800 pedal of some sort but I have not had one like it.
