if your idle speed adjusting screw is backed off and the transfer slot is exposed then that is the problem, the throttle blades are not closed.
When the throttle blades are closed the transfer slot will not be seen.
Your throttle blades are cracked open, air is flowing past them creating a depression at the transfer slot and fuel is flowing to run the engine. The blades are not installed on the shaft correct - Robert touched on that - loosten the blades and adjust so the transfer slot isn't exposed. You mentioned that you took a shaft out, removing the blades, are you aware that there is a top and bottom to the blades as they are cut on an angle so they'll seat against the venturi, if you install the blades upside down they'll never seat.
Just guessing here, I hate troubleshoot long distance and can easily be wrong.
