Need Expert advice \ 1400 Idle

How about adding gasket sealant to the carb base and adapter plate? Right now I only have the primary gaskets but nothing else. It was snugged down but just curious.
I'm not sure I understand what the primary gaskets are. Can you explain because to me the primary gasket would be half of the normal base gasket. A little sealant like aviation permatex won't hurt.
 
If your idle speed adjusting screw is backed off and the transfer slot is exposed then that is the problem, the throttle blades are not closed.
When the throttle blades are closed the transfer slot will not be seen.
Your throttle blades are cracked open, air is flowing past them creating a depression at the transfer slot and fuel is flowing to run the engine. The blades are not installed on the shaft correct - Robert touched on that - loosten the blades and adjust so the transfer slot isn't exposed. You mentioned that you took a shaft out, removing the blades, are you aware that there is a top and bottom to the blades as they are cut on an angle so they'll seat against the venturi, if you install the blades upside down they'll never seat.
Just guessing here, I hate troubleshoot long distance and can easily be wrong.

Happy thanksgiving and thank you! I'll go back and look at my before and after pic. When you read up on transfer slots it gets confusing. Some images have a little showing, others show a lot..and some show where people are drilling holes in the throttle plates themselves. I must admit, this particular piece of how my engine works is completely foreign to me. Not once did I look at those throttle blades and think twice about anything being wrong. I should not have removed them, lesson learned!

As to roberts question, I did mean the carb gasket or in my case two gaskets. I have one gasket between the intake and adapter, then one between the adapter and carb. I've never used gasket material other than the gasket itself. I wasn't sure if it was common practice to use anything else along with it. I do have permatex aviation, the crazy sticky stuff! :)

The transfer slot is a critical piece of the tuning puzzle that most people don't appreciate. Any picture you see with transfer slot overexposure will have a problem with 'stumble', to elimate this stumble you decrease initial transfer slot exposure. In circle track carbs we'll close the blades to near 100% so there is just a hint of exposure - thats when you drill the blades to allow air (controlled vacuum leak) into the engine. The engine needs a little air and thats what the holes are for, the millisecond the throttleblades start to tip-in (open) the fuel in the bowl will see a depression at the transfer slot and fuel will begin to flow - this occurs way befor the accelerator pump happens. Remember we are dealing in milliseconds here.
The reason we close down the throttle blades in a circle track carb is so when he stabs the throttle coming off the corner he will have as much transfer slot to use as possible.
