We need pics of what you have now. Also need the IH p/n and Holley list number that will stamped on the front of the fuel bowl/main body for correct I.d. That is the only way to know what might be missing, what is botched, and what can be done to correct the situation. There are many variations of the 22xx carb series used in IH light line apps between 1972 and 1980, this is not simple, and a situation where "they are all the same" due to emissions variations and configurations.
As for a replacement/upgrade 2300 carb, if you take all items needed into consideration to do this correctly, I seriously doubt that you can beat the price that we have here at ihon for the entire kit. They carb will be completely assembled with electric choke if ordered, jetted, and be complete with gaskets needed.
Your oem air filter housing for a 22xx carb will not fit the Holley 7448 carb as it uses the industry-standard 5-1/8" air horn.
