I am going to give this a try, however I a going to remove the pins to do a better job of cleaning the board and pins.

 
I just finished this repair on a temp/ oil pressure gauge. Grey ultra fine Scotchbrite worked great for cleaning the copper pads and pins. A small drill chuck is handy for holding the pins. I happened to have some clear JB weld, so that worked nice too. First get all the pins soldered, then use a pick to straighten the pins while remelting the solder. Hardest thing was making the tape dam. I'll report back with some pictures after the epoxy dries.
 
Completed this project today with the addition of a 8705 voltage regulator. It pleases me to report that all the gauges now work and the oil pressure is right in the middle of the scale!

Here's the top side with the new voltage regulator. The mount was made from a piece of 1/4" copper tube flattened and is also the ground.

On the bottom, the epoxy needed to be ground away to fit the hole in the gauge body. I used a dremel with a sanding disk.
