Important Question - please, if you know...

I have a very important question (for me, at least), and don't know who to ask. Thought I'd ask here as this is my "home" forum where I usually post.

I have a vehicle that did not pass "smog" in los angeles. I must put a minimum of $650 into it to get a one-time exemption. However, I do not have $650 to put into it. And I don't qualify for their "assistance". However, I do have a brother I can give my vehicle to who lives in a smog-exempt county.

My question is, and we have been unable to get any answer, what is needed to prove, per smog requirements, that the vehicle is now owned by him in a smog-exempt county, and therefore does not need to meet los angeles smog requirements?
We have smog check points where they randomly pull you over and put a sniffer up your tail, just as other cities have vehicle registration and drunk driver check points where they randomly pull over everyone and test for vehicle registrations, insurance or alcohol use. If you fail smog in l.a., the vehicle is instantly confiscated.
