I'm worried, need some advice, found a small crack

I've got a 196 torn down and when I took the head off I discovered what appears to be a small crack going from a head bolt hole to the water jacket.. The crack is about a 1/4 inch long. So here's my question, is this repairable?? Can I just use sealant on the bolt when it goes back together? Would a helicoil work? Can it be welded?
I hope this block isn't trash now, everything else looks great.

Can you post a photo?

If the threaded head bolt hole is cracked through. It is very compromised. As you tighten the bolt the threads are trying to jack the crack open.. You have a tough to swallow crack in a critical area where a crack in a failure.
Cracks are for the most part tough to grade and unless removed and repaired, will continue to propagate deeper.

Here's a picture of the crack I found. Does it look repairable?

Is it my imagination or does the top of #2 piston have a large, circular relief that overlaps the "boot heel"? That piston doesn't look like the rest of them.

I assume you mean the anomaly between the water jacket and the bolt hole.
You need to use a dye penetrant kit to verify that the crack you think you see is really a crack and to determine the extent of the crack.
Then you can decide what, if anything, needs to be done to repair it.
