How do you bend the washers like this?

Use a screwdriver or something similar to pry the edges down.

Like how do you bend them to that position, or how to straiten them out?
To bend, like tractor said, big screwdriver or small prybar. They actually bend pretty easy. To remove, use a big screwdriver and hammer to pound them flat. I like to finish them off with a drift punch.
