When I hit some water not stomping into it but fast enough that I get a little splash on the hood my windsheild fogs up, then it gets worse if I turn on the fan...what might be my problem here fellas. I live in centralia wa so it rains quite a bit, I have no other issues that aren't normal with the window fogging up and on a normal day, the fan will defrost the window just fine...?

Water is entering the air path across the heater core/vent system.

All IH vehicles (not just Scout II leak water (and thus air) pretty badly in the cowl/air intake plenum due to extremely poor sealing of the weld seams at the point of manufacture. That is why they rot so quickly, which then allows a greater volume of water/air to enter. That moisture then runs behind the floor coverings and begins the rot process on the floors.

Windshield fogging is also indicative of a heater core that is leaking coolant into the air stream, especially on the first start after the rig has set inop for a day or so. Normally you can smeel the coolant odor but not always.

If you remove the windshield frame and cowl and look down into the cowl, what ya see will turn your stomach regarding rot and trash accumulation. Then ya can take it a step further and remove both front fenders in order to see the total damage!
