Fuel Pump

I recently rebuilt the fuel pump on my 64 Scout 80, after reinstall and all new fuel lines, having tanks cleaned out, still no gas to the pump. I connected a hose directly from the pump to a gas can on the floor and still nothing. Should the pump be easy to reinstall or should it have some resistance? When you crank the motor with the pump tight you can feel it moving just a little bit. Any help would be appreciated.
 
A prerequisite for priming these old pumps is the presence of fuel at the fuel pump's inlet, not air. To facilitate the flow of fuel rather than air, a subtle air pressure increase at the tank aids the fuel to work its way towards the pump.
