Fuel pump install

I am new to group and recently bought a 1967 Scout 800 with a v8 266 c.I. It is definitely a project but has great bones I am having an issue with installing the fuel pump I have installed mechanical pumps before but this one does not seem to want to place itself underneath the cam to pump it just floats free when installed is there something I am missing to install I am aware that it needs to be tilted to place underneath cam. The engine does run which says cam is in good shape at some point someone installed an inline fuel pump below drivers seat I am trying to bring back to original and replacing all fuel and brake lines. So I need assistance with placement and install of fuel pump.
 
You say it runs, is that with the new pump?
The fuel pump eccentric is a piece that mounts in front on the cam gear. It is not a part of the cam itself. Grab a mirror and light and have a look through the pump hole for the eccentric.
It's possible that the eccentric is at its low point and not loading the pump lever at the moment. Turn the engine 1 full turn and see if the lever is loading then while installing.
 
No it is not running on new fuel pump I have run an alternate tank and line to carb with a siphon pump starts up right away. I will try seeing in the opening to check the position and seeing if it engages
