Exhaust valve/heat riser/regulater

1978 scout to 345 V8. Stock manifold. I want to wire open my exhaust valve regulater which is located on the passenger side. When I look at it from the outside of the vehicle towards the motor the spring and counterweight are on the front side of the valve. The counterweight when it is closed is in the up position? And the counterweight will go down when the valve opens? Thank you in advance for all your knowledge
 
I believe you are correct but will double check a new one when I get down to the parts room. If I'm wrong I'll post back and let you know.
 
I have a new valve in my hand, p/n 1700538C1.
With the valve in the 'closed' position, the arm & counterweight are about 30° above the horizontal.
With the valve in the 'open' position, the arm & counterweight are about 30° below the horizontal.
